Shameera Carr is the Chief of Staff for Community Health Services with the Virginia Department of Health responsible for providing strategic and operational support to the 35 Health Districts across the Commonwealth of Virginia.  She assures coordination of programmatic resources that align and support public health programs that maintain and improve Public Health.  

As a seasoned Public Administration Professional, with over 15 years of combined Federal and State experience, Shameera is known for building and leading teams, driving operational excellence and effectively implementing strategic and analytical techniques.  She has previously served in varying positions including Human Resources, specializing in Labor and Employee Relations, with the Department of Defense and Equal Employment Opportunity with the Virginia Department of Health.  During her tenure with the Department of Defense, she received the Federal Executive Board Silver and Bronze Medal Awards for Outstanding Public Service and the Larry Hollingsworth Customer Standing Ovation Award.

Shameera holds a Bachelor of Business Administration in Business Law from Temple University and a Master of Business Administration from Averett University.  She is also a member of the American Association for Access, Equity and Diversity (AAAED).
